The Interpreter (1978)

The US President and the UK Prime Minister are planning on launching a war in the Middle East, but—behind the scenes—government officials and advisers are either promoting the war or are trying to prevent it.

During the Cold War, the Soviet Union captures U.S. pilot Francis Gary Powers after shooting down his U-2 spy plane. Sentenced to 10 years in prison, Powers' only hope is New York lawyer James Donovan, recruited by a CIA operative to negotiate his release. Donovan boards a plane to Berlin, hoping to win the young man's freedom through a prisoner exchange. If all goes well, the Russians would get Rudolf Abel, the convicted spy who Donovan defended in court.

The Duchy of Grand Fenwick decides that the only way to get out of their economic woes is to declare war on the United States, lose and accept foreign aid. They send an invasion force (in chain mail, armed with bows and arrows) to New York and they arrive during a nuclear drill that has cleared the streets.
