Chief Inspector Jacques Clouseau is dead. At least that is what the world—and Charles Dreyfus—believe when a dead body is discovered in Clouseau's car after being shot off the road. Naturally, Clouseau knows differently and, taking advantage of not being alive, sets out to discover why an attempt was made on his life.

Research chemist Barnaby Fulton works on a fountain of youth pill for a chemical company. One of the labs chimps gets loose in the laboratory and mixes chemicals, but then pours the mix into the water cooler. When trying one of his own samples, washed down with water from the cooler, Fulton begins to act just like a twenty-year-old and believes his potion is working. Soon his wife and boss are also behaving like children.

A small mountain community in Canada is devastated when a school bus accident leaves more than a dozen of its children dead. A big-city lawyer arrives to help the survivors' and victims' families prepare a class-action suit, but his efforts only seem to push the townspeople further apart. The journey takes the dwarves to a depressive, rhyming Pinocchio and the omniscient wizard Helge, among others, and all the way to the world of humans.
