The unsolved case is called Case 64 ('rokuyon'). 2002: Yoshinobu Mikami, who was the detective in charge of the Case 64, moves as a Public Relations Officer in the Police Affairs Department. His relation with the reporters is conflicted and his own daughter is missing. The statute of limitations for the Case 64 will expire in one year. Then a kidnapping case, similar to the Case 64, takes place. The rift between the criminal investigation department and police administration department deepens. Mikami challenges the case as a public relations secretary.

Carmen, an independent and modern woman, goes to dinner at her sister Ana's house, a married woman subject to all gender structures. Mateo, Ana's husband, intervenes at dinner and continually clashes with Carmen's way of life.

The stooges are street cleaners who find some valuable bonds and return them to their owner. The man is so grateful that he offers them a big reward if they can find an honest man with executive ability. Their search leads them to a woman who's fiancée is honest, but he's in jail. The boys decide to commit a crime so they can go behind bars to find him. In prison the boys locate the man and help him escape, only to find out that their benefactor is a con man and on the way himself to the slammer.

The peaceful daily routine of father and son is interrupted by an encounter of an unfamiliar boy, different from them in color. An allegory to the phenomena of racism as an acquired cultural epidemic, the story discusses the question of the personal conscience of each of us, versus the education we receive from our families and environment. Can we really insist on our personal belief system, when what we must believe in, is dictated to us? The film presents how easily we acquire fear and hatred of foreigners, as well as how easily we might become the "strangers" and "others" ourselves.
