Dick Tracy (1990)

Having witnessed his parents' brutal murder as a child, millionaire philanthropist Bruce Wayne fights crime in Gotham City disguised as Batman, a costumed hero who strikes fear into the hearts of villains. When Hong Kong Inspector Lee is summoned to Los Angeles to investigate a kidnapping, the FBI doesn't want any outside help and assigns cocky LAPD Detective James Carter to distract Lee from the case.
