On a dark night, the Japanese police is raided by a spy. The next day, Conan and his friends go to a newly-remodeled aquarium in Tokyo. Under the main attraction, a Ferris wheel, Conan finds an attractive woman alone and injured. Her left and right eyes are different colors.

A young woman with psychokinetic powers breaks out of a Louisiana asylum and makes her way to New Orleans, where she falls into the city’s netherworld of misfits and miscreants.

A rash of sniper attacks leaves the streets of Tokyo empty and the public terrified to go outside. It’s up to Conan and his friends to find the culprit, but the case goes deeper than it seems. Military cover-ups, conspiracies and murder abound in this fast-paced, thrilling mystery!
