Burn threatens the city with explosive devices if Excelsia doesn't make her presence at his lair. She does so and figures taking Burn down will be quick and easy. Before she can fight, he sets off one of the bombs to prove he isn't bluffing, and then explains more will explode if he doesn't call his associates every 15 minutes. Excelsia realizes she has inside 15 minutes to gain control of the situation and goes to work. She knows she can't completely incapacitate Burn, as she needs him to make that phone call, and so she chooses to attack with less vigor. It's a bad choice and she finds herself very quickly on the losing end of the equation. It gets worse from there.
