In 1980, 33 people were blinded by police in the Bhagalpur district of Bihar. The police claimed they were criminals and that the measures were necessary to curb the soaring crime rate in that area. This 16 mm film was an enquiry into the suppression of civil and democratic rights in India and revealed the reality of Indian poverty, flagrant corruption and socio-economic exploitation in a caste-divided society.

Selma, a Czech immigrant on the verge of blindness, struggles to make ends meet for herself and her son, who has inherited the same genetic disorder and will suffer the same fate without an expensive operation. When life gets too difficult, Selma learns to cope through her love of musicals, dreaming up little numbers to the rhythmic beats of her surroundings.

John Berlin, a big-city cop from LA moves to a small-town police force and immediately finds himself investigating a murder. Using theories rejected by his colleagues, Berlin meets a young blind woman named Helena, whom he is attracted to. Meanwhile, a serial killer is on the loose—and only John knows it.
